  A PROPOSED DEMOCRATIC PARTY EXIT PLAN, DECEMBER 1, 2005

Preamble:
So that the casualties of US, British and other soldiers, peace workers and innocent Iraqi civilians will not have been in vain, then the vital information on the War in Iraq shall henceforth be made clear and easily available to the families who are sacrificing lives and the public who is paying taxes. It is clear that a motivating factor for the Iraqi insurgency is the general belief throughout Iraqi society and globally that the central goal of the United States is control over Iraqi Oil. If Iraqi Oil and resources are not a goal of the invasion, then the following disclosures and policies should be welcomed by the Bush Administration.


We the Voters of
THE INDEPENDENT DEMOCRATIC PLURALITY
Call Upon the Leaders of our Democratic Party to Demand that George W. Bush Publicly Renounce All U.S. Claims to Iraqi Oil, and Prove it by:    

1. DISCLOSE ALL OIL DEALINGS

Disclose to the US Congress, the British Parliament and the entire Iraqi Congress all contracts that are paid for and underwritten by US and British taxpayers for the ownership and management of the oil fields and refineries of Iraq. All such contracts will be public record.

2. DISCLOSE ALL CONTRACTS

Disclose to the US Congress, the British Parliament and the entire Iraqi Congress all contracts that are paid for and underwritten by US and British taxpayers for the repair and reconstruction of the infrastructure of Iraq. All such contracts will be public record.

3. DEDICATE ALL OIL INCOME TO THE IRAQI PEOPLE

All Oil Income will be placed into an Iraqi National Trust that will be dedicated specifically to the health care, education, training, food, water, communications, and other infrastructure reconstruction and maintenance on behalf of all the Iraqi people. A significant portion of such income will be allocated into renewable and sustainable energy technologies for reasons of environmental health and in recognition of the depletion of petroleum supplies. Any private corporations operating with Iraqi oil will be subject to the rules of national income allocation and public disclosures of the Iraqi People's National Trust.

4. ACCOUNT FOR ALL OIL INCOME

The People's National Trust will have fiduciary trustees who are directly accountable to duly elected officials of the Republic of Iraq, the United States Congress and the Parliament of Great Britain. All accounting for Trust income will be according to generally accepted accounting principals for publicly held US and British companies and will be done by auditors who are independent of any national government but answerable to a joint committee equally comprised of elected representatives from each national political party from each respective nation. All income and expense information will be unconditionally open to public record.

5. WITHDRAW U.S. SOLDIERS FROM IRAQ & RENOUNCE PERMANENT BASES

US military training of Iraqi personnel will be for the purpose of  securing the Iraqi infrastructure and oil resources on behalf of Iraqis as here outlined. At such time as the Iraqi Constitution has been completed, and the Iraqi People's National Trust has established effective methods for controlling the Iraqi people's oil  resources, accounting for the same and underwriting the education, healthcare and other items called for under this Declaration, the armies of the United States, Britain and other nations will unconditionally exit Iraq. And the US unconditionally renounces any permanent military bases in Iraq.
